Columbus, Ohio – A coalition of business and civic leaders, non-profits, and energy partners has launched the Impact Solar-PACT Residential Pilot Program, bringing rooftop solar to low- and moderate-income homeowners on the Near East Side of Columbus. The program aims to lower energy bills, boost home values, and promote sustainability, all while helping families build long-term financial stability.

The Residential Solar Pilot program is made possible through a philanthropic grant from the Fifth Third Foundation and a loan from Fifth Third Bank, in addition to financing from the Columbus Region Green Fund. PACT is leveraging its successful Exterior Home Repair program to identify households with viable roofs and interest in participating in the solar initiative.

Participants will enter into a power purchase agreement, paying for the low-cost power they use for six years. The costs are approximately 20% lower than those provided by traditional energy sources. In the seventh year, homeowners will assume ownership of the solar asset at no cost and will pay nothing for the power generated by the system for the remainder of its lifespan, which is upwards of 30 years. This transition not only increases energy savings but also helps residents build wealth by increasing the value of the home.

“Fifth Third is proud to partner on this innovative solar pilot as part of our ongoing commitment to the Near East Side,” said Regional President Francie Henry. “Having supported the Exterior Home Repair Program for several years, we’re excited to now expand our impact by helping residents reduce energy costs, build long-term wealth, and lower their carbon footprint.”

This initiative represents a powerful opportunity to improve housing affordability across the region. By lowering monthly energy costs and increasing long-term home value, programs like this provide real, lasting benefits for residents and neighborhoods alike.

“This solar energy solution delivers immediate savings for families off of the cost of operating a house,” said Jason Hall, CEO of the Columbus Partnership. “The money stays in the neighborhood, easing housing costs today and strengthening the Near East Side for future generations.”

The goal of the program and its partners is to scale this initiative to reach more homeowners across the region, fostering sustainable communities and enhancing economic mobility for residents. That success relies upon continued local support, both public and private, which will be critical to its long-term success and growth.

“Through this partnership, we are not only providing affordable energy solutions but also empowering residents to take control of their energy future,” said Sheldon Johnson, Executive Director at PACT “This program is a testament to what can be achieved when communities and organizations come together with a shared vision for sustainability and economic mobility.”
