経済成長、労働参加、開発指標は好調だ。多くの人々や地域社会にとって、成長はかつてないほど順調だが、すべてが順調でないことも分かっている。あまりにも多くの国民がいまだ危険にさらされており、将来の義務の重みは指数関数的に増大している。制裁と否認が、大学のパーティーのビールのように世界経済システムを飛び交っている。最も楽観的なエコノミストでさえ、この成長には水平線があると見ており、迅速な技術適応による大規模な社会経済的変化が垣間見える。
アメリカのほとんどの都市、そして海外の多くの都市を訪れれば、クレーンが宙を舞い、通りには延々と建設工事が続いているのを目にするだろう。警告しておくが、経済成長には常に代償が伴い、時には清算が必要になる。その代償は、最も得をせず、最も懸命に働いた人々の背中で払われることが多い。
経済発展が容易でないことは誰もが知っている。民間セクターのリーダーシップと政治的意志とともに、計画、リスク、競争への意欲が必要なのだ。経済は、都市や州、国のリーダーを左右する。あらゆる物事と同様、バランスが重要である。経済的利益の追求は、インフラや適切な社会サービスを維持する地域社会の能力とのバランスを保たなければならない。私たちは、成長と経済的苦痛のサイクルを何度も繰り返す運命にあるのだろうか。それとも、より持続可能な成長を追求する方法を見つけることができるのだろうか。
経済的利益と政治的利益を天秤にかけ、資本主義システムを維持し、すべての人に成長をもたらすことは、現代においても可能であるように思われる。しかし、疑問は残る：どんな犠牲を払っても成長を求める指導者たちの野心やイデオロギーの餌食になるのか。それとも、経済発展や、優れた身体的・精神的健康システム、交通インフラ、実現可能な住宅、質の高い教育が約束された地域社会の発展を求める圧倒的多数派や指導者たちのニーズに応えるために立ち上がるのか。
Growth certainly comes at a cost, but as the experts are reporting, there are so many reasons to be positive. We are experiencing great growth and there is no crisis. We have more tools at our disposal than ever before. We have the data, the trends are predictable, we are more globally interdependent and, to be frank, we should be more motivated because we have more to lose than any generation before. This week, and the weeks ahead, let’s work to build diverse, durable economies, protect those who need protection, and seek the green shoots of development that extend and enhance the quality of life of those we serve.
